On February 28, 2025, Department of State announced that it has now issued all available immigrant visas and green cards in the Employment Based Fourth Preference (EB-4) category for FY2025.
The EB-4 category includes:
- Religious workers
- Special Immigrant Juveniles
- Certain broadcasters coming to work in the United States as a broadcaster for United States Agency for Global Media (USAGM), or for a grantee of the USAGM
- Certain retired officers or employees of a G-4 international organization or NATO-6 civilian employees and their family members
- Certain employees of the U.S. government who are abroad and their family members
- Members of the U.S. armed forces
- Panama Canal company or Canal Zone government employees
- Certain physicians licensed and practicing medicine in a U.S. state as of Jan. 9, 1978; and,
- Foreign nationals who have supplied information concerning a criminal organization or enterprise or a terrorist organization, enterprise, or operation (S nonimmigrants)
The Immigration and Nationality Act places a limit on how many employment-based immigrant visas and green cards can be issued within the fiscal year, which runs October to September. The EB-4 category is limited to 7.1% of the annual worldwide employment limit.
No more immigrant visas or green cards will be issued under the EB-4 category for the remainder of the fiscal year. The visa bulletin will reflect that the category is unavailable. Immigrant visas and green cards will resume processing when FY2026 starts in October 2025.
